The fitted residuals are bootstrapped over 4,000 seeded paths. The scenarios are quantiles of where those paths end: good and bad are the lucky and unlucky quarters, worst is the 1-in-20 tail against the reader. Every week each forecast files a bet, “P(at or above today’s level at the horizon)”, which is settled against the same series when the date passes and scored with the Brier rule.
