A motion was made by Vice Mayor Reynolds and seconded by Councilmember Tandon to approve the Consent Agenda, as read, with it noted that Councilmember van Ovebeek announced his recusal on Items 2.2. and 2.5. due to a personal conflict of interest. At the request of Councilmember Winslow, Item 2.6. was removed from Consent for further discussion. It was further noted that Councilmember Winslow voted "no" on Item 2.7.
